Defence Sector Mein Bada Badlaav: India Banega Atmanirbhar!
Global supply chain mein dikkaton ki wajah se, India ka Ministry of Defence ab self-reliance par focus kar raha hai. Defence Secretary Rajesh Kumar Singh ne NDTV Profit ko ek interview mein bataya ki kaise India apne defence sector ko bahari jhatkon se bachayega. Unhone localisation aur vendors ko visibility dene ki baat ki.
S-400 Aur Tejas Mein Deri Kyun?
Rajesh Kumar Singh ne kaha, “Hamare defence production timelines mein deri hui hai. S-400 deliveries mein aur GE 404 engine supplies mein bhi dikkat aayi, jiski wajah se Tejas fighter jet schedule do saal pichhe ho gaya.” Iske jawab mein, sarkar ne ek strong domestic supply chain banane ke liye kadam uthaye hain.
Emergency Procurement Powers
Singh ne bataya ki services ko ammunition aur critical equipment ki jaldi replenishment ke liye emergency procurement powers diye gaye hain. Lambe samay mein, ministry radars, precision-guided munitions, aur military-grade drones jaise areas mein contract finalisation aur vendor onboarding ko badha kar capability gaps ko kam karne ki planning kar rahi hai.
Vendors Ko Visibility
India ki supply chain strategy ka ek important part hai vendors ko long-term visibility dena. Singh ne kaha, “Jab hum Hindustan Aeronautics ya Bharat Electronics ko bade orders dete hain, toh unke supplier network ko confidence milta hai.” HAL ke paas abhi se hi chhe saal ka order book hai. Component aur sub-assembly banane walon ko pata hai ki orders aane wale hain.
2 Lakh Crore Ke Contracts
Defence Ministry capital contracts mein certainty la rahi hai. Singh ne kaha, “Agale saal bhi, hum kam se kam Rs 2 lakh crore ke contracts sign karenge. Isse suppliers ko capacity aur equipment mein invest karne ka confidence milta hai.” Unhone bataya ki AMCA development se lekar shipbuilding tak sabhi projects competitive bidding se ho rahe hain, jisse private players ke liye level playing field aur real pricing create ho rahi hai.
Local Value Addition Par Focus
Singh ne India ke procurement frameworks jaise Buy (Indian), Buy and Make (Indian), aur IDDM (Indigenously Designed, Developed and Manufactured) ki baat ki, jo ab local value addition ko priority dete hain. Unhone kaha, “Imports ke liye ab Defence Acquisition Council ki approval ki zaroorat hoti hai. Woh ab default nahi hain.” Kuchh saal pehle, 65% defence procurement import-driven tha. Lekin fiscal 2024 mein, Rs 2.09 lakh crore ke 81% contracts domestic manufacturers ko gaye.
Export Mein Double-Digit Growth
Is badlaav se India ka defence supply chain structure badal gaya hai, sirf domestic fulfillment ke liye hi nahi balki export ke liye bhi. Singh ne kaha, “Public aur private players dono export orders generate kar rahe hain. Aur hum kai companies ke sales mein double-digit growth dekh rahe hain.”
Drone Superpower Banane Ki Zaroorat
हालांकि, Singh ne critical capabilities mein existing gaps ke baare mein bhi baat ki. Unhone kaha, “India ko drone superpower banana hai. Lekin hamara ecosystem abhi bhi non-military grade platforms tak hi limited hai.” Resilient defence supply chains banane ke liye R&D mein deeper investments ki zaroorat hogi. Singh ne kaha, “Aapke paas full-scale engineering department aur capital equipment hona chahiye. Agar aapke paas yeh dono nahi hain aur aap sirf jaldi paise banane aaye hain, toh yeh industry aapke liye nahi hai. Yahan, hum chahte hain ki aap long term ke liye invest karein.”
