India’s telecom sector is poised for a significant transformation, with the rollout of the new Telecommunications Act 2023, BSNL’s ambitious 4G launch, and a strong focus on cyber security. Telecom Minister Jyotiraditya Scindia, speaking at the India Mobile Congress, outlined the government’s ambitious plans for the sector.
The new telecom law, which has been partially notified, aims to modernize India’s regulatory framework. While 39 provisions have been announced, including those related to emergency network access and SIM ownership restrictions, contentious rules concerning spectrum allocation, biometric verification, and dispute resolution mechanisms are still pending.
A key aspect of the new era is BSNL’s 4G rollout. The government has set ambitious daily targets for network deployment, aiming for a nationwide launch by December 2024. A dedicated Performance Management Unit (PMU) comprising BSNL, C-DoT, Tejas Networks, and TCS has been established to monitor progress. Minister Scindia emphasized the importance of BSNL’s indigenously developed 4G stack, highlighting the government’s commitment to supporting domestic technological innovation.
Recognizing the growing importance of cyber security, the government has launched two initiatives. First, a reimbursement scheme for startups and micro and small enterprises will provide financial support for testing and certification, promoting domestic manufacturing and attracting investments. Second, an MoU between IIT Jammu and the National Telecommunications Institute for Policy Research, Innovation and Training will provide comprehensive training in cyber security to telecom officers, enhancing their expertise and bolstering the nation’s digital defenses.
The minister expressed confidence in the telecom sector’s future, noting the rapid rollout of 5G networks and the government’s commitment to leading the way in 6G technology. He highlighted the need for India to not only be a provider of services but also a supplier of innovative products, emphasizing the importance of BSNL’s indigenously developed 4G stack as a testament to India’s technological capabilities.
