The Penguin: Oswald Cobblepot Takes Control in Gotham’s Underwater Chaos

Oswald “Oz” Cobblepot, the Penguin, is ready to take control of Gotham City’s criminal underworld. The latest trailer for the HBO Max series, set after the events of Matt Reeves’ The Batman, shows a Gotham submerged due to The Riddler’s attacks on the seawall. Carmine Falcone’s empire is left without a leader, leading Oz, Falcone’s former lieutenant, to step up. He promises to “tear down the empire from the inside out,” but he won’t have it all his own way. Falcone’s daughter, Sofia (Cristin Milioti), believes the empire belongs to her and will fight Oz for control.

The Penguin boasts a star-studded cast alongside Colin Farrell as Oz. Rhenzy Feliz plays Victor Aguilar, Michael Kelly is Johnny Viti, Shohreh Aghdashloo is Nadia Maroni, Deirdre O’Connell is Francis Cobb, Clancy Brown is Salvatore Maroni, James Madio is Milos Grapa, Scott Cohen is Luca Falcone, Michael Zegen is Alberto Falcone, Carmen Ejogo is Eve Karlo, and Theo Rossi is Dr. Julian Rush.

The Penguin is the first spinoff from Matt Reeves’ Batman universe and is executive produced by Reeves, Farrell, showrunner Lauren LeFranc, Bill Carraro, and Craig Zobel, who directs the first three episodes. Another spinoff, focusing on the Gotham City Police Department (GCPD), is in development.

While The Penguin is part of the new DC Universe under James Gunn and Peter Safran, it falls under the DC Elseworlds banner, meaning it’s not directly connected to the shared universe. The Penguin will be available to stream on Max in September. The eight-episode series will tide fans over until The Batman Part II arrives on October 2, 2026.
