Delhi-NCR Enters GRAP Stage 2 as Air Quality Worsens: What You Need to Know

As Delhi-NCR grapples with deteriorating air quality, the Commission for Air Quality Management (CAQM) has implemented the second stage of the Graded Response Action Plan (GRAP-II), effective from Tuesday, October 22nd. This move signifies a significant escalation in efforts to curb pollution levels in the region.

Understanding GRAP and CAQM

The Graded Response Action Plan (GRAP) is an emergency response strategy designed to address periods of severe air pollution. It outlines a series of progressively stricter measures as air quality worsens. The CAQM, a statutory body established in 2021, is responsible for coordinating air quality management efforts in Delhi-NCR and surrounding areas. This includes states like Haryana, Punjab, Rajasthan, and Uttar Pradesh, where pollution sources can significantly impact Delhi’s air quality.

GRAP Stage 2: A Tightened Grip on Pollution

GRAP Stage 2 brings in a stricter set of regulations aimed at curbing air pollution in Delhi-NCR. Here’s a breakdown of the key actions:

1.

Dust Control:

The plan emphasizes daily mechanical/vacuum sweeping and water sprinkling on roads to minimize dust. Dust suppressants will also be used frequently along major roads, traffic corridors, and vulnerable areas. Dust collection will be properly managed in designated sites or landfills.

2.

Construction & Demolition (C&D) Site Inspections:

The CAQM will intensify inspections at construction and demolition sites to enforce stringent dust control measures.

3.

Hotspot Mitigation:

Focused efforts are being implemented to address pollution in identified hotspots across Delhi-NCR. Each hotspot will see tailored measures to tackle the dominant pollution contributors.

4.

Power Supply & DG Set Regulations:

Uninterrupted power supply will be ensured to discourage the use of alternative power generators. Strict implementation of schedules for regulated operations of DG sets across all sectors – industrial, commercial, residential – will be enforced.

5.

Traffic Management:

Synchronizing traffic movements, deploying personnel at congested intersections, and promoting smoother traffic flow are key components of the plan.

6.

Public Awareness & Incentives:

Media campaigns will inform citizens about air pollution levels and encourage responsible behavior. Vehicle parking fees will be increased to discourage private vehicle use. The plan also emphasizes the expansion of CNG/electric bus and metro services through additional fleet and increased frequency.

7.

Citizen Participation:

Resident Welfare Associations are encouraged to provide electric heaters to security staff to avoid open biomass or MSW burning during winter months. Citizen participation in adhering to the GRAP guidelines is crucial for its effectiveness.

With the implementation of GRAP Stage 2, the responsibility for improving Delhi-NCR’s air quality now rests not only on the authorities but also on the collective efforts of citizens. By taking individual actions to reduce pollution and supporting the implementation of the GRAP measures, everyone can contribute to a cleaner and healthier environment.
