The Alberta Municipalities organization, which represents the province’s cities, towns, and villages, has expressed concerns that a bill granting the provincial government broad authority over local governments is creating an atmosphere of fear and intimidation.
Tyler Gandam, president of Alberta Municipalities, stated that members are apprehensive that the legislation will deter elected officials from expressing criticism of the provincial government.
A bill presented by Premier Danielle Smith’s government last week would provide the cabinet with broad authority to dismiss councilors and overturn local bylaws.
Premier Smith stated that the purpose of the bill is to ensure that municipalities do not implement policies that are inconsistent with provincial priorities. She emphasized that Bill 20 is in line with Alberta’s constitutional authority and will be used sparingly.
The bill also permits political parties to field candidates in municipal elections, but initially only in Calgary and Edmonton.
Bill 20 has sparked concerns among municipal governments, who believe it represents an unprecedented level of provincial interference in local affairs.
