The Biden administration’s offshore wind development schedule includes lease sales for areas in the Central Atlantic, Gulf of Maine, Gulf of Mexico, and Oregon in 2023. In 2025, a single sale will be held in the Gulf of Mexico, followed by a Central Atlantic auction in 2026. Two sales are scheduled for 2027 in the Gulf of Mexico and New York Bight. The final four auctions of the schedule will take place in 2028, targeting California, an undetermined U.S. territory, the Gulf of Maine, and Hawaii.
The timing of these sales is aligned with the administration’s five-year schedule to offer acreage to oil and gas companies for offshore development. Under the Inflation Reduction Act, Interior is required to offer at least 60 million acres for oil and gas leasing a year before issuing an offshore wind lease.
Interior has held four offshore wind auctions since Biden took office, with the most recent one in the Gulf of Mexico attracting limited industry interest. The administration remains committed to supporting the growth of the U.S. offshore wind industry to contribute to its clean energy goals and address climate change.
