In the wake of the tragic deaths of three UPSC aspirants due to flooding in a coaching institute’s basement on July 27, the Directorate of Education of the Delhi Government has issued safety guidelines for all schools. These guidelines, aimed at preventing similar incidents, apply to government, government-aided, and unaided private recognized schools.
The guidelines emphasize the safe usage of basements in school buildings, stating that they can only be used for activities as per the approved master plan or sanctioned building plan. Furthermore, all school gates must be functional and readily accessible for entry and exit. The location of the basement should be clearly marked and included in the school’s evacuation plan.
The Directorate also stresses the importance of clear and unobstructed passageways in school corridors, ensuring smooth movement at all times. Regular inspections for water accumulation in corridors and staircases are also mandatory. To prevent waterlogging on school premises, all necessary steps must be taken, and all electrical wiring, fittings, and appliances must be checked and maintained to comply with safety standards.
The guidelines also mandate that schools have all necessary fire safety measures in place.
In a separate move, Delhi Lieutenant Governor (LG) VK Saxena has directed the Chief Secretary of Delhi to form a committee to address pressing concerns related to coaching institutes. This committee, comprising representatives from coaching institutions, students, and government officials, will focus on addressing issues including regulation, exorbitant rental rates by landlords, fire clearances, and desilting of drains. The committee’s goal is to create a conducive educational environment for students.
The LG’s initiative follows a meeting on July 30 with senior management of over 21 private coaching institutes, their federation, senior officials of the Government of National Capital Territory of Delhi, the Vice-Chairman of Delhi Development Authority, and student representatives. The committee will develop both short-term and long-term action plans to address these issues, including the potential relocation of coaching institutes to a designated area.
