Following the tragic drowning deaths of three IAS aspirants in a basement coaching institute in Old Rajinder Nagar, Delhi, Dr. Vikas Divyakirti, founder and MD of Drishti IAS, has addressed the controversy surrounding coaching institutes operating in basements. He pointed out the regulatory complexities faced by coaching institutes, highlighting the lack of a clear NOC process from the fire department.
Dr. Divyakirti explained that the fire department requires a commercial certificate, while the MCD demands an educational certificate, creating conflicting requirements. He acknowledged the “ambiguity and contradictions” in regulations imposed by various agencies.
Addressing the Municipal Corporation of Delhi’s action against Drishti IAS’s Mukherjee Nagar center and the subsequent protest by students, Dr. Divyakirti apologized for the delay in his statement, citing incomplete information. He confirmed his cooperation with the government.
In an interview with ANI, Dr. Divyakirti clarified that even if they were granted permission to operate in the basement in the future, Drishti IAS would not do so. He emphasized the institute’s commitment to ensuring that no coaching institute operates in the basement.
He highlighted that even though the coaching institutes are categorized as commercial entities under GST, the lack of clear guidelines and conflicting regulations from different agencies has created a complex situation.
Dr. Divyakirti acknowledged the need for change, stating, “After seeing the incident that happened in the last 3 days, I feel that this was carelessness. The thought never came to our minds, and I am saying very openly that even if we get permission in future, we will not work in the basement. I assure you of this and not a single coaching institute should run in the basement.”
He expressed his deep sorrow for the loss of the three students and acknowledged the students’ concerns. He highlighted the importance of open dialogue and shared his recent meeting with the Delhi LG, students, and officials from various agencies including DDA, MCD, fire department, and the Chief Secretary.
