ICF Wins $75 Million EPA Contract to Provide Environmental Support Services

ICF, a leading global consulting and technology services provider, has secured a significant contract from the U.S. Environmental Protection Agency (EPA) to provide vital environmental support services. This single-award blanket purchase agreement (BPA) carries a ceiling value of $75 million and spans a period of five years, encompassing a one-year base period and four one-year option periods.

This contract marks a continuation of ICF’s longstanding partnership with the EPA’s Office of Water (OW). ICF’s team of economists and environmental assessors will play a crucial role in evaluating the environmental and health impacts, benefits, costs, and economic consequences of the EPA’s regulatory actions related to water quality.

Leveraging cutting-edge cloud computing and data analytics, ICF will enhance the efficiency of its analytical processes. This combined approach will contribute to the EPA’s broader mission of reducing pollutants in U.S. waters, improving drinking water quality, and mitigating exposure to toxic substances and emerging contaminants in water sources.

“Since 2018, ICF has been instrumental in supporting EPA’s water regulations, ensuring they are scientifically sound, economically achievable, legally defensible, and withstand rigorous scrutiny,” stated Jennifer Welham, ICF senior vice president for health, people, and human services. “We are excited to continue our collaboration with OW as they embark on their next phase of regulatory actions to further enhance the safety of our nation’s drinking water, watersheds, and aquatic ecosystems.”

Notably, ICF played a significant role in developing the first nationwide, legally enforceable drinking water standards designed to safeguard communities from per- and polyfluoroalkyl substances (PFAS), commonly referred to as “forever chemicals.” The final rule was issued by the EPA in April 2024.
