India-China Border Situation Remains Sensitive Despite Diplomatic Progress: Army Chief

The situation along the Line of Actual Control (LAC) in eastern Ladakh, while stable, remains sensitive and far from normal, according to India’s Chief of Army Staff, General Upendra Dwivedi. He made this assessment during a speech at the Chanakya Defence Dialogue, emphasizing that despite positive signals emerging from diplomatic talks between India and China, the ‘biggest casualty’ in the ongoing border dispute has been the erosion of trust.

General Dwivedi acknowledged that diplomatic efforts are yielding potential solutions, but stressed that the actual implementation of any agreements hinges on the decisions of military commanders on the ground. He emphasized that the situation, while stable, is not considered normal and remains sensitive. His remarks underscore the delicate balance between diplomatic progress and the need for ongoing military preparedness.

The current standoff between India and China along the LAC began in early May 2020, escalating significantly after a violent clash in the Galwan Valley in June of that year. The two sides have held 21 rounds of Corps Commander-level talks to resolve the situation. In an effort to find a lasting solution, India and China conducted two rounds of diplomatic talks in July and August.

General Dwivedi’s statement highlights the complexities of the situation, noting that while diplomacy offers possibilities, the ultimate resolution requires a delicate interplay of military and diplomatic considerations. He further stated that India’s ultimate goal is to restore the situation to its pre-April 2020 status, before the current standoff began. Until that happens, the situation will remain sensitive and India’s military will maintain a high state of operational preparedness to address any potential contingencies.

In outlining India’s overall approach towards China, General Dwivedi remarked that India must engage in a multifaceted approach that encompasses competition, cooperation, coexistence, confrontation, and contestation. This strategy underscores the complex relationship between the two countries, requiring a nuanced approach that balances cooperation and competition in the context of ongoing border issues.
