India Stands at a Pivotal Juncture for Socio-Economic Progress and Global Significance

India stands at a pivotal juncture in its journey towards socio-economic development and global prominence, said Pramod Kumar Mishra, the principal secretary to Prime Minister Narendra Modi. Addressing the Central Training Institution (CTI) Workshop on the Capacity Building Needs of India’s Civil Service virtually, Mishra reiterated Prime Minister Modi’s vision of a Viksit Bharat by 2047.

To achieve this goal, it is essential to empower civil servants to drive meaningful change, uphold the principles of good governance, and deliver efficient and effective services to citizens. The government’s focus is on good governance, citizen-centricity, future readiness, and performance enhancement, Mishra added.

Mishra emphasized that capacity building efforts must be citizen-centric at their core. Every aspect of capacity building should be examined for its relevance not only in the present context but also with the long-term goals and vision of Vikasit Bharat @2047 in mind. The capacity-building ecosystem should ensure that civil servants are prepared to partner with and add to this growth trajectory, he said.

Mishra highlighted the government’s focus on fulfilling the basic needs of the people, given that a large section of the population was living below the poverty line. The expectation from the government is very different today. For today’s aspirational India, the government has to be a facilitator. We have to move from being regulators to supporters, and for this, deep-rooted beliefs and attitudes have to be changed, he said.

Mishra also mentioned the role of training institutes in realizing the vision of a capacity-building ecosystem that will deliver on the vision of Vikasit Bharat. He emphasized the need for a more harmonious capacity-building ecosystem, leveraging the strengths and expertise of various institutes. He also advised the training institutes to embrace quality improvement in their training design and align training programs with the current and future needs of the civil services.

During his address, Mishra also informed about the Capacity Building Commission’s development of the ‘Karmayogi Competency Model,’ an indigenous Public Human Resource Management Framework, and the ‘Amrit Gyaan Kosh,’ a repository of best practices of public administration for training purposes.
