India has committed to training 175 Maldivian civil servants through tailored programs in specific disciplines over the next five years, according to an official statement released on Thursday. This commitment comes as part of a renewed Memorandum of Understanding (MoU) between the National Centre for Good Governance (NCGG) in India and the Civil Service Commission (CSC) of the Maldives.
The MoU, signed and renewed on August 9, 2023, in Malé, Maldives, outlines a five-year plan (2024-2029) to provide capacity building programs for 1,000 Maldivian civil servants. The renewal was part of ongoing development partnership discussions between India and the Maldives, with External Affairs Minister S Jaishankar and Maldives’ Foreign Minister Moosa Zameer leading the discussions.
The NCGG has agreed to create customized programs for middle and senior level Maldivian civil servants. The CSC of Maldives has requested specialized programs in specific disciplines, for which the NCGG will design need-based modules. Five programs are scheduled for the year 2024-25, targeting a total of 175 civil servants.
This commitment builds on a successful partnership that saw the NCGG train 1,000 Maldivian civil servants in 32 capacity building programs between 2019 and 2024, including programs for the Anti-Corruption Commission (ACC) and the Information Commission Office of Maldives (ICOM). Recognizing the success of this collaboration, the Ministry of Foreign Affairs of the Maldives requested the renewal of the MoU for another five years.
The renewed partnership aims to further strengthen the ties between India and the Maldives by enhancing the capabilities of Maldivian civil servants in public policy, governance, and field administration. The NCGG is dedicated to promoting knowledge exchange and collaboration on public policy and governance globally. Its mid-career capacity building programs emphasize citizen-centric governance, service delivery improvement, and innovation in governance, showcasing India’s best practices in digital citizen empowerment and digital institutional transformation.
