While you can download it even if you’re not a developer, it’s recommended to wait for a few more developer betas to be released. These later betas will be more stable and feature-rich, offering a better experience.
iPadOS 18 Public Beta Release Date
Apple plans to launch the first public beta version of iPadOS 18 in July. Public betas are designed for non-developers and are generally more stable than developer betas. While you may still encounter some issues, they are expected to be less frequent than in the developer versions.

Apple has a history of releasing major software updates alongside new iPhone releases, and this year is likely no different. We can expect the first public version of iOS 18 to be released alongside the iPhone 16 series in September. iPadOS 18 might follow suit, but don’t be surprised if it’s pushed to October.
