Michael Bebee, a suspect in the fatal shooting of Shamar Powell-Flowers in Toronto on July 23, 2023, has become the top fugitive on Canada’s Top 25 Most Wanted List. According to the BOLO Program, Bebee is wanted for second-degree murder and was under a gun prohibition at the time of the incident. A reward of up to $100,000 is being offered for information leading to Bebee’s arrest, as part of the $1 million in total rewards for the capture of all 25 fugitives on the list.
At a press conference, Toronto police chief Myron Demkiw and BOLO program director Max Langlois displayed $1 million in cash as a symbol of the substantial rewards being offered. Langlois emphasized that the money comes from the BOLO program, which is funded by the Stephan Cretier Foundation, and is not derived from police or taxpayer funds. The reward will be held in a trust account until it is paid out to those providing information that leads to arrests.
The BOLO program has emphasized that the rewards are payable immediately upon the arrest of a suspect and are not contingent on a conviction. Langlois encouraged the public to come forward with any information that could assist in apprehending the fugitives.
In addition to Bebee, other notable individuals on the Top 25 Most Wanted List include Cristian Cuxum, wanted for the murder of Edwin Alvarado in Toronto in October 2022, and Rabih Alkhalil, wanted for murder and escaping from a B.C. jail. The list also includes individuals wanted for drug trafficking, firearms offenses, and other serious crimes.
The BOLO Program’s initiative to offer substantial rewards is intended to increase the likelihood of apprehending dangerous fugitives and bringing them to justice. The program encourages the public to play a role in ensuring the safety of communities across Canada by providing any information that could assist in the capture of these wanted individuals.
