Modi-Shehbaz Meeting Speculation Rises After Jaishankar’s SCO Summit Visit to Pakistan

Following External Affairs Minister S Jaishankar’s visit to Pakistan to attend the SCO Summit, speculation is swirling about a possible meeting between Prime Ministers Narendra Modi and Shehbaz Sharif. Both leaders are expected to attend the UN climate conference in Azerbaijan’s Baku from November 11 to 22, raising hopes for a high-level dialogue between the two nations.

The speculation stems from seemingly positive exchanges between Jaishankar and Pakistani leaders during the SCO Summit. Reports suggest that Jaishankar had productive conversations with both Prime Minister Shehbaz Sharif and Pakistani Foreign Minister Muhammad Ishaq Dar, even engaging in discussions about resuming bilateral cricket ties. Sources revealed that these conversations, while preliminary, could open a window for improved relations, which have been strained for years.

The potential resumption of cricket ties, particularly India’s participation in the Champions Trophy hosted by Pakistan in February 2025, is being seen as a potential first step towards reconciliation. India’s absence from Pakistani soil for over a decade due to security concerns and strained relations makes participation in the tournament uncertain, despite the norm of participating in such prestigious events.

However, despite the optimism surrounding Jaishankar’s exchanges, some observers remain cautious, citing the recent trajectory of India-Pakistan relations as a reason for skepticism. Sharat Sabharwal, a former Indian envoy to Pakistan, believes the current environment is not conducive to major bilateral developments, particularly with Pakistan’s internal challenges and Prime Minister Sharif’s critical remarks at the UNGA.

Sabharwal further emphasizes that the space for diplomacy has shrunk due to India’s concerns over Pakistan’s continued support for terrorism. He believes the government’s core constituency, fueled by political posturing and the narrative of terror and talks, narrows the options for diplomatic engagement.

While a Modi-Shehbaz meeting remains a possibility, the recent exchanges offer a glimmer of hope for improving relations. The potential resumption of cricket ties and the upcoming UN climate conference provide opportunities for dialogue and could potentially pave the way for a more stable and cooperative future between the two nations.
