Saudi Arabian citizens can visit Montenegro without a visa from May 1 to October 31, 2024, for up to 30 days with a valid travel document. According to the Saudi Arabian Embassy in Tirana, Albania, only organized tourist groups arriving and departing via direct flights qualify for the visa exemption.
Travelers must present proof of payment for travel arrangements, an invitation letter from a Montenegrin tourist office, and evidence of return to their home country.
The Embassy noted that from January to September 2020, the total trade exchange between Saudi Arabia and Montenegro reached €14,680, with exports at €7,170 and imports at €7,510.
In 2023, Saudi citizens could enter Albania, Kosovo, and Montenegro without a visa. This visa exemption was valid until December 31, 2023, for Albania and Kosovo, and until October 31, 2023, for Montenegro. Citizens of Bahrain, Oman, Qatar, and Thailand also enjoyed this privilege.
For Saudi citizens visiting Montenegro in 2024, travel must be with a tour group, arriving and departing on direct flights from Saudi Arabia. Regarding North Macedonia, Saudi citizens can enter with a multiple-entry Schengen, US, UK, or Australian visa that is valid and has been previously used.
As of May 2024, the Montenegrin passport ranks 76th globally, allowing visa-free travel to 96 countries. For other destinations, Montenegrin citizens need to apply for visas in advance.
In 2023, Saudi Arabia saw 16.88 million outbound tourists, who accumulated 176.69 million overnight stays, averaging 10.47 nights per stay. According to the Saudi Ministry of Tourism, outbound tourism expenditure in 2021 reached $14.5 billion.
Montenegro experienced a rise in tourist arrivals, from 37,762 in February 2024 to 54,817 in March 2024. Historically, tourist arrivals in Montenegro have averaged 69,196.32 from 2010 to 2024, with a peak of 240,754 in August 2023 and a low of 103 in April 2020.
