North Korea’s growing alliance with Russia has sparked concerns among the Biden administration. Pyongyang has become a key supplier of weapons to Russia, providing 11,000 containers of munitions and 40 ballistic missiles to aid in its war effort against Ukraine.
In exchange for its support, North Korea has received food, raw materials, and components used in weapons manufacturing from Russia. This aid has boosted North Korea’s economy and enhanced its diplomatic standing.
However, there is a growing worry that this alliance could embolden North Korean leader Kim Jong Un to take greater risks. The support from Russia may make Kim believe that his limits are broader than they actually are, potentially leading to increased threats against South Korea, heightened weapons exports, and a refusal to engage in nuclear talks.
Furthermore, North Korea’s relationship with Russia could enhance the appeal of its armaments to other groups and nations worldwide. North Korea has a history of weapons proliferation in regions such as the Middle East and Africa. This could result in a resurgence of proliferation relationships and pose a threat to global stability.
In response to these concerns, US Secretary of State Antony Blinken will raise the issue of North Korea’s provocations during an upcoming visit to China. Treasury Secretary Janet Yellen has also warned Chinese financial institutions that aid Russia’s war effort could face sanctions. However, it remains unclear whether the US will take similar actions against Chinese banks involved with North Korea.
The Biden administration is currently considering various measures, both positive and negative, to improve sanctions compliance and implementation related to North Korea. These measures aim to deter further provocations and maintain stability in the region.
