Shaker Heights Considers Zoning Changes for John Carroll University Student Housing
Shaker Heights City Council has introduced legislation that proposes zoning amendments to designate off-campus student housing for John Carroll University (JCU) at two apartment buildings located on Fairmount Circle. The properties, known as Fairmount Circle South and Fairmount Gardens, are currently owned by the university but require zoning changes to accommodate student occupancy.
The proposed zoning amendments would allow JCU to apply for conditional use permits (CUPs) for the two buildings. The CUP process involves public hearings and approvals by both the Planning Commission and City Council. The university has already applied for the permits in anticipation of the council’s approval of the zoning changes.
The proposed changes are intended to address the need for additional student housing and to provide a balance between the needs of the university and the surrounding neighborhood. The city’s planning director, Joyce Braverman, explained that JCU would have to apply separately for overlay district consideration on its other three apartment buildings in Shaker Heights.
Council members have expressed support for the zoning amendments, noting that they provide a reasonable compromise between the university and residents. Councilman Sean Malone commended city staff for their work on the proposal and thanked JCU officials for their proactive approach in applying for the conditional use permits.
A public hearing on the overlay district legislation is scheduled for May 7th, followed by a final vote on May 28th. The zoning changes are expected to accommodate the influx of students and provide a positive step forward for both the university and the community.
