St. Paul Simplifies Amplified Noise Permit Process for Multi-Day Events

Organizers of multi-day events in St. Paul can now breathe a sigh of relief as the city council has voted unanimously to simplify the amplified noise permit process. Previously, organizers were required to submit separate applications for each calendar day of their event, each carrying a $138 fee. This cumbersome process has now been streamlined with the approval of an ordinance amendment authored by Council Member Rebecca Noecker.

Under the new ordinance, event organizers can submit a single application spanning the entire duration of their multi-day event and pay the $138 fee only once. This applies even if the event takes place on non-consecutive days. The amendment was approved by a unanimous 5-0 vote on Wednesday.

Council Member Noecker emphasized the benefits of the change, stating that it will significantly simplify the process for events that feature amplified music on a regular basis. She particularly cited the example of weekly summer music gatherings, which will no longer require organizers to apply for multiple permits.

The ordinance amendment also clarifies the distinction between a permit and a noise variance. Event organizers can apply for a permit without council involvement as long as the noise levels do not exceed specific hours, durations, or decibel limits. For events that require higher noise levels, a noise variance may still be necessary.

Council Member Noecker worked closely with the Department of Safety and Inspections and St. Paul Parks and Recreation to develop the permit changes. No public comments were received at a recent public hearing on the proposal. The amendment will streamline the permitting process, reduce administrative burden, and make it easier for organizers to host multi-day events in St. Paul.
