Stockton School Board Member Denied Remote Appearance Despite State Law

Former Stockton Unified School District board president AngelAnn Flores was denied the opportunity to appear remotely at the board of trustees’ regular meeting on Monday, despite still being a board member, according to her attorney.

Flores was arrested on Friday and charged with embezzlement, theft of public funds, and insurance fraud. On Monday, she made a written request to the district to appear at the board meeting remotely, which was denied.

Flores’ attorney claims that the denial violates state law (AB 2449) and is an attempt to suppress her First Amendment rights. However, a spokesperson for the school district stated that Flores’ request failed to meet the required 72-hour notice under the Brown Act.

The Brown Act requires public agencies to provide 72 hours’ notice of meetings to allow for public participation. The district maintains that Flores’ request, made less than 24 hours before the meeting, did not qualify for the required notice.

Flores has been a board member since 2018 and her term expires in 2026. She is scheduled to make her first court appearance on May 6.
