Douglas Development, based in Washington, D.C., has submitted a proposal to the Syracuse Industrial Development Agency (SIDA) for tax breaks related to a 56-unit apartment project in downtown Syracuse. The project involves the redevelopment of the former Syracuse Boys Club at 430 E. Genesee St. and the adjacent two-story former Utica Mutual Insurance building at 420 E. Genesee St. Douglas Development has requested $96,204 in exemptions from the state mortgage recording tax and $720,000 in exemptions from sales taxes on construction materials.
