The Right to a Healthy Environment in Europe: Progress and Challenges

The Council of Europe is the only regional human rights system that has not yet explicitly recognized the right to a healthy environment. However, significant progress has been made in recent years, including the unanimous adoption of a UN resolution recognizing the right in 2022. 42 of the Council’s 46 member states already protect the right to a healthy environment through their national constitutions or legislation, and the European Court of Human Rights has ruled that the government’s lack of action on climate change violated the rights of a group of older Swiss women. Despite these advances, there is still a lack of political will to enshrine the right to a healthy environment in the European Convention on Human Rights. However, the growing number of climate cases and the recognition of the right by the UN and other international bodies is putting pressure on the Council of Europe to take action.

Climate Change Impacts Malaria Transmission Patterns, Experts Warn

Climate change is having a significant impact on the transmission of malaria, a deadly disease that affects millions of people worldwide. Experts warn that rising temperatures and changes in rainfall patterns are creating more favorable conditions for the mosquitoes that carry the malaria parasite, leading to an increase in cases. According to the World Health Organization (WHO), malaria claimed the lives of an estimated 608,000 people in 2022, and there were 249 million new cases. A recent Lancet study showed that an increase in temperatures could enable the malaria parasite to develop faster and escalate the transmission and burden of malaria, potentially putting millions more people at risk.

$1 Billion in Grants for Electric Heavy-Duty Vehicles and School Buses

The Environmental Protection Agency (EPA) has announced nearly $1 billion in grants to replace gas-powered heavy-duty vehicles and school buses with electric vehicles. The grant program aims to promote the adoption and deployment of electric Class 6 and 7 vehicles, supporting charging infrastructure, workforce development, and training. This initiative is part of the Inflation Reduction Act’s efforts to reduce emissions and create clean energy jobs. The transportation sector is the largest source of greenhouse gas emissions in the U.S. and a major contributor to air pollution. Replacing older, diesel-powered vehicles with electric alternatives will significantly reduce harmful emissions, improving public health and environmental quality.

These invasive insects, known for their ability to decimate entire beehives, have seen a dramatic increase in reported encounters in recent years, from just two in 2022 to 78 in 2023, representing a staggering 3,800% increase.
