Jay Furman defeated Lazaro Garza in the Republican runoff primary race for the 28th Congressional District, which will determine the opponent of Democratic incumbent Henry Cuellar in November’s general election. Cuellar, a conservative Democrat who has faced criticism from his own party, was indicted earlier this month on bribery and conspiracy charges. Furman and Garza emerged from a crowded March primary, with neither candidate exceeding the 50% threshold necessary to avoid a runoff. Furman ultimately secured 44.8% of the vote, while Garza received 27.1%. Jose Sanz and Jimmy Leon finished third and fourth, respectively.
