The sanctions target individuals from rebel groups, including the M23 and the Democratic Forces for the Liberation of Rwanda, as well as a commander from the Allied Democratic Forces and the Rwanda Defence Force. The EU accuses these groups of perpetrating serious human rights abuses, including killings, sexual violence, and child recruitment.
