The project involves the redevelopment of the former Syracuse Boys Club at 430 E. Genesee St. and the adjacent two-story former Utica Mutual Insurance building at 420 E. Genesee St. Douglas Development has requested $96,204 in exemptions from the state mortgage recording tax and $720,000 in exemptions from sales taxes on construction materials.
