The hotel owner pays rates to both councils and must submit separate development applications, a situation he calls “petty.” Parramatta Council voted to include the entire precinct in its area, causing a loss of income for the Hills Shire Council. The boundary between the councils follows the M2 motorway but splits at the pub, resulting in the Winston Hotel, shopping center, and strata apartments falling into the Hills Shire Council, while the carpark is under Parramatta Council. Hills Shire Council proposed dividing the land similarly to the hotel owner’s proposal, but Parramatta Council’s application, which includes a larger area, is now before the Local Government Minister.
