Three SAPS Members Appear in Court on Torture Charges

Three South African Police Service (SAPS) members, Colonel Delmore Manuel, Constable Jermaine Conradie, and Constable Leigh-Ann Maroon, appeared in the Wynberg Magistrate’s Court on Tuesday on charges of torture. The charges relate to an incident that occurred on November 7, 2023, at a barbershop in Mowbray, Cape Town. Juma Igiranieza, the victim, was assaulted by several officers, including the three accused, as captured on CCTV footage. The footage shows the officers pummeling Igiranieza, striking him with a wooden device, and smothering him with plastic. The Independent Police Investigative Directorate (IPID) arrested the three officers on Monday afternoon. They were released on unopposed bail of R2,000 each on condition that they refrain from contacting the complainant or visiting the scene of the incident. The case has been postponed to June 7 for further investigation. Western Cape police spokesperson Frederick Van Wyk stated that the SAPS will conduct a departmental investigation into the incident, which will be handled internally. The consequences for the officers’ careers will be determined after due process regarding disciplinary actions is completed.
