Transurban Forecasted Traffic Issues at Rozelle Interchange Months Before Opening

High-Level Traffic Analysis Undertaken by Transurban

Transurban’s general manager for WestConnex, Denise Kelly, disclosed that the company carried out a detailed analysis of the Rozelle interchange’s potential impacts, including likely traffic hotspots on Victoria Road and the Anzac Bridge, in July 2022. This information was shared with the previous government.

Incomplete Findings Shared with Government

Kelly did not disclose the specific findings of the analysis or identify the exact traffic hotspots identified. However, she confirmed that Transurban shared this information with the government at the time.

Redactions in Contract Documents

The inquiry also heard about redactions in documents related to agreements between Transurban and the government. Four pages of a deed regarding compensation principles for the Rozelle interchange have been redacted by Transport for NSW.

Prioritization of WestConnex Traffic

Concerns have been raised that traffic from the WestConnex tunnels is being prioritized over local traffic on Victoria Road. Kelly clarified that the arrangements outlined in the contract relate to a framework for compensation if the government made significant changes or abandoned the project.

Ramp Metering Agreement

The inquiry also examined a ramp metering agreement between Transurban and the government. Kelly explained that the agreement covers the maintenance of ramp metering technology and systems, emphasizing the need for security measures to ensure tunnel safety.

Ongoing Traffic Congestion and Frustration

Residents and businesses in Sydney’s inner west have been complaining about excessive traffic congestion caused by the Rozelle interchange. Poor signage and complex merging maneuvers have compounded the situation. Congestion remains severe on Victoria Road and local streets in Drummoyne and Gladesville. Traffic light sequencing changes have caused further delays on Victoria Road during morning peak hours.
