Ukraine Suspends Consular Services for Men of Fighting Age Abroad

Ukrainian authorities have announced a temporary suspension of consular services for male citizens between the ages of 18 and 60 who are currently residing abroad. This decision comes amidst heightened concerns regarding manpower shortages within the Ukrainian army, which has been engaged in fierce fighting against Russian forces for over two years. The suspension of consular services aims to facilitate the return of these men to Ukraine, where they will be required to undergo administrative procedures previously available abroad. The Ukrainian government has implemented a mobilization law scheduled to take effect on May 18th, introducing stricter penalties for draft evasion and mandating men to maintain up-to-date military registration. According to the foreign affairs ministry, male citizens will regain access to consular services once the law is in force and their military registration is updated. This move complements existing restrictions prohibiting Ukrainian men from leaving the country since the onset of the Russian invasion, with limited exceptions. Prior to the conflict, a significant number of Ukrainian men were living abroad, and Ukrainian media estimates indicate that a substantial number have illegally fled the country since the invasion began.
