In a significant joint op-ed published in the Financial Times, CIA Director William Burns and Richard Moore, head of Britain’s Secret Intelligence Service (MI6), affirmed their unwavering commitment to supporting Ukraine in its defense against Russia’s aggression. This collaboration marks a historic moment, as it is the first time the heads of these two agencies have co-authored an article.
Burns and Moore emphasized the enduring partnership between the US and UK intelligence agencies, describing it as the “beating heart” of the special relationship between their countries. The agencies have been working together for 75 years, and this shared commitment remains crucial in the face of ongoing global challenges.
The op-ed highlighted the agencies’ united stance against Russia’s actions in Ukraine. “Staying the course (in Ukraine) is more vital than ever,” they wrote, emphasizing that Russia will not succeed in crushing Ukraine’s sovereignty. The agencies pledged to continue providing intelligence support to Ukraine, which is facing a relentless offensive in eastern Ukraine and is seeking more advanced weaponry from its Western allies.
Beyond the Ukrainian conflict, the spy chiefs expressed concern over Russia’s alleged efforts to destabilize Europe. They warned of a “reckless campaign of sabotage” orchestrated by Russian intelligence, which they accuse of using technology to spread disinformation and sow discord among Western allies. Russia has consistently denied any involvement in sabotage or disinformation campaigns.
Looking ahead, Burns and Moore recognized the increasing threat posed by China, calling it the “principal intelligence and geopolitical challenge of the 21st Century.” They acknowledged the need for their agencies to adapt and collaborate in order to address this new challenge.
In addition to the Ukrainian and Chinese issues, the op-ed touched upon the volatile situation in the Middle East. Burns and Moore stated that their agencies are actively working to promote restraint and de-escalation in the region, while also advocating for a truce in the Gaza conflict that could alleviate the suffering of Palestinian civilians and lead to the release of hostages taken by Hamas. Burns is currently leading the US negotiations aimed at achieving a lasting resolution to the conflict.
