The United States Treasury Department has imposed sanctions on former Haitian president Michel Martelly, accusing him of involvement in drug trafficking and money laundering. This action, announced on Tuesday, targets Martelly for allegedly facilitating the flow of cocaine into the United States. The US Treasury statement explicitly states that Martelly “abused his influence to facilitate the trafficking of dangerous drugs, including cocaine, destined for the United States.” He is also alleged to have been involved in laundering illicit drug proceeds, working with local drug traffickers, and sponsoring multiple Haiti-based gangs.
This move by the US echoes similar actions taken by the Canadian government in 2022, which imposed sanctions against Martelly and two former prime ministers. Canada accused these individuals of profiting from armed gangs, further highlighting the international concern regarding the role of political elites in perpetuating the crisis in Haiti.
Haiti, the poorest country in the Americas, has been grappling with a severe surge in gang violence, significantly worsening since February 2023 when armed groups forced the resignation of then-prime minister Ariel Henry. Currently, criminal groups control approximately 80% of the capital city, Port-au-Prince, instilling fear among residents who face threats of murder, rape, and kidnapping for ransom.
In response to the escalating crisis, hundreds of Kenyan police officers have been deployed to Haiti as part of an international effort to stabilize the country, which is deeply troubled by political, social, and economic turmoil.
“Today’s action against Martelly emphasizes the significant and destabilizing role he and other corrupt political elites have played in perpetuating the ongoing crisis in Haiti,” stated Bradley Smith, the Treasury’s acting under secretary for terrorism and financial intelligence. US State Department deputy spokesperson Vedant Patel echoed this sentiment, emphasizing the US’s “unwavering resolve to promote accountability for all individuals whose activities contribute to gang violence and destabilize the political environment in Haiti, regardless of their rank or stature.”
The sanctions imposed on Martelly highlight the international community’s growing concern over the corruption and criminal activity that are exacerbating the dire situation in Haiti. The US Treasury’s action is a clear message that those responsible for undermining the stability and security of Haiti will be held accountable, regardless of their past positions of power.
