Most of the victims died from smoke inhalation as they tried to escape down the smoke-filled stairs or were trapped because the rooftop door was locked. The illegal conversion of property spaces has been a pervasive issue in Kuwait, with basement parking areas being transformed into warehouses and ground-floor open spaces being converted into housing units and shops to generate additional income. This incident has prompted calls for stricter action against landlords and companies who illegally house large numbers of foreign workers in unsafe conditions.
